Oakland was created to solve a specific problem: important procurement decisions being made through weak, rushed, or poorly controlled processes.
Too often, organisations are forced into last-minute tenders, price-driven negotiations, or internal compromises that feel uncomfortable but unavoidable. Suppliers disengage, internal teams become overloaded, and months later the decision is questioned with no clear evidence to rely on.
Oakland exists to prevent that.

Oakland’s roots sit firmly on the supplier side of complex services. Early career experience within IT services provided first-hand insight into how suppliers assess opportunities, allocate bid teams, and decide whether a tender is worth pursuing at all.
This perspective remains central to how Oakland designs procurement processes today – ensuring suppliers engage seriously and bid properly.
2003 – first long-term client relationships
The foundations of Oakland’s client relationships began in the early 2000s, working closely with large manufacturing organisations on technology and service-related procurement.
Many of these relationships have continued for over two decades, evolving as individuals moved roles and organisations – a reflection of trust built through consistent delivery.
2008 – formalising the Oakland procurement process
In 2008, Oakland began formalising what is now its three-stage procurement process.
This marked a shift away from ad-hoc tender support towards a repeatable, disciplined framework covering pre-tender planning, controlled supplier engagement, and post-tender closure. The process has been refined continuously through live projects rather than theory.
2010s – expanding scope and complexity
Throughout the following decade, Oakland managed increasingly complex procurement programmes across multiple sectors, including manufacturing, food production, professional services, and technology.
Projects ranged from network and managed service retenders through to wider service and outsourcing arrangements, often involving multiple stakeholders and significant risk.
